This helps reducing heap memory usage and, if heap memory is
not used anywhere else in an embedded device, it also reduces
code footprint since there is no need for heap management code
in this case.
A new build symbol is added for this purpose, named
MBEDTLS_PSA_STATIC_KEY_SLOTS. It's disabled by default so that
normal usage of Mbed TLS library is not affected.

In PSA headers include psa/build_info.h instead
of mbedtls/build_info.h. In Mbed TLS, both are
equivalent but not in TF-PSA-Crypto where
psa/build_info.h is the correct one.

Conflicts:
* `include/psa/crypto_sizes.h`: the addition of the `u` suffix in this branch
conflicts with the rework of the calculation of `PSA_HASH_MAX_SIZE` and
`PSA_HMAC_MAX_HASH_BLOCK_SIZE` in `development`. Use the new definitions
from `development`, and add the `u` suffix to the relevant constants.
This fixes a warning from some compilers (e.g. MSVC) about comparisons
between signed and unsigned values in perfectly reasonable code. In
particular, there was one such warning in psa_pbkdf2_hmac_set_password.

Some TLS code is using MD_MAX_SIZE in parts that are common to USE_PSA
and non-USE_PSA, then using PSA_HASH_MAX_SIZE in parts specific to
USE_PSA, and having different values causes trouble.

The PSA cryptography repository is based to
start with on the PSA cryptography implementation
in Mbed TLS but with a different directority
structure, build system and build configuration.
The build-time configuration information in the
PSA cryptography repository is psa/build_info.h.
This commit introduces this file in Mbed TLS to
be used in place of mbedtls/build_info.h (but
basically just an alias to it) in PSA headers.
This is to ease the update of the PSA cryptography
repository.

TLS uses it to derive the session secret. The algorithm takes a serialized
point in an uncompressed form, extracts the X coordinate and computes
SHA256 of it. It is only expected to work with P-256.

The PSA max hash size has to be 64 if SHA512 or
SHA384 is supported by the library or an
accelerator, not just in case of the library.

Although checking if the key was symmetric was correct, its easier to
read if we just check the block length is not zero before we use it in a
division.

If PSA_CIPHER_ENCRYPT_OUTPUT_SIZE was called on a non symmetric key,
then a divide by zero could happen, as PSA_CIPHER_BLOCK_LENGTH will
return 0 for such a key, and PSA_ROUND_UP_TO_MULTIPLE will divide by the
block length.

Also remove preprocessor logic for MBEDTLS_CONFIG_FILE, since
build_info.h alreadyy handles it.
