Include psa/build_info.h instead of mbedtls/build_info.h

In PSA headers include psa/build_info.h instead
of mbedtls/build_info.h. In Mbed TLS, both are
equivalent but not in TF-PSA-Crypto where
psa/build_info.h is the correct one.
