feat(scx_loader): Add config file for scx_loader ( #2265 )
...
- This is the upstream replacement for scx.service - more robust and
responds to dbus calls for changing schedulers on the fly. It was
already in the image, only missing a config file to start a scheduler
when the service is enabled, as the former one did;
