b503407abb Vulkan: font driver updates. 
- submit font texture staging_to_dynamic copy with a seperate command
buffer. fixes a validation issue caused by using vkCmdCopyImage during a
render pass.
- limit copies to updated glyphs.

Avoids painful manual loading and wrapping function pointers everywhere
...

Reusable for cores, so move to libretro-common.
Also update built-in Vulkan headers.
