e0b13f0858 Ensure default config values are present 
Moving builtin.omwscripts out of the root openmw.cfg means we actually might need to use the defaults, so need to have some.

Remove redundant ostream, istream, iostream and sstream includes 
* Replace by std::to_string and operator+ where possible.
* Move the code requiring to include <sstream> from .hpp to .cpp files.
