TravisCI improvements (#2460)

Browse Source 
* TravisCI: cleanup indentation

2 spaces for indentation

* TravisCI: make jobs drop to 3

TravisCI allocates 2 cpus per build instance

* TravisCI: move package installation to apt addon block

* TravisCI: make pip install to user directory

Also disable sudo for faster bootup

* TravisCI: expand if condition to multiple lines

Also remove outdated comment
