CMake: improve compiler checks (#1847)

Browse Source 
Moves the compiler check out of rpcs3/CMakeLists.txt and adds them
into rpcs3/cmake_modules/ConfigureCompiler.cmake
Add better compiler checks and eliminate a TODO
