Bugfix
   * Fix the handling of renegotiation attempts in TLS 1.3. They are now
     systematically rejected.
   * Fix an unused-variable warning in TLS 1.3-only builds if
     MBEDTLS_SSL_RENEGOTIATION was enabled. Fixes #6200.
