These are not moving to the framework, so their paths are fine to stay
as they are, undo the update done through global search-replace.

`tests/opt-testcases/tls13-compat.sh` is supposed to be automatically
generated by `tests/scripts/generate_tls13_compat_tests.py`. So far, the
output has been updated by running the script manually and committing the
output. Switch to using our framework for generated files.

Generate option-on and option-off cases for test_suite_config, for all
boolean options (MBEDTLS_xxx and PSA_WANT_xxx, collected from the mbedtls
and PSA config files).

The official spelling of the trade mark changed from all-lowercase "mbed"
to normal proper noun capitalization "Mbed" a few years ago. We've been
using the new spelling in new text but still have the old spelling in a
lot of text. This commit updates most occurrences of "mbed TLS":

Justification for the omissions:
* `ChangeLog`: historical text.
* `test/data_files/**`, `tests/suites/*.data`, `programs/x509/*`: many
occurrences are significant names in certificates and such. Changing
the spelling would invalidate many signatures and tests.
* `configs/tfm*`: this is an imported file. We'll follow the upstream
updates.

Ideally the result of the generator would conform to the code style, but
this would be difficult, especially with respect to the placement of line
breaks in long logical lines. So, to avoid surprises when checking the style
of generated files (which happens in releases and in long-time support
branches), systematically skip generated files.

Adds python script for generation of bignum test cases, with initial
classes for mpi_cmp_mpi test cases. Build scripts are updated to
generate test data.

When running check-generated-files in update mode, all generated files were
regenerated. As a consequence,
```
tests/scripts/check-generated-files.sh -u && make
```
always caused most of the code to be rebuilt. Now, if a file hasn't changed,
preserve its original modification time (and other metadata), so the command
above doesn't rebuild anything that has actually not changed.

Pylint errors are fixed.
The Python script is improved to take default arguments when not
passed (eg invoked from root of the tree)
check-generated-files.sh and CMakeLists.sh updated.

Running `generate_ssl_debug_helpers.py` generates both
`ssl_debug_helpers_generated.c` and `ssl_debug_helpers_generated.h`.
List the `.h` file as well as the `.c` file in `check-generated-files.sh` so
that `check-generated-files.sh -u` will complain if it isn't up to date.
List it in `Makefile` and `CMakeLists.txt` so that parallel builds know when
to wait until the `.h` file is present. In `Makefile`, declare the `.c` file
as depending on the `.h` file for order. This way, a dependency for either
will wait until the `.h` file is present, and since the `.h` file is
generated after the `.c` file, this guarantees that the `.c` file is
present.
This fixes random failures of `make -j` from a fresh checkout.

The call to `tests/scripts/generate_psa_tests.py` added by the commit
"generate_psa_tests.py: allow generating each file independently"
assumed that the `check` function supports multiple file names, but in
fact it does not do so. When `generate_psa_tests.py` started generating
more than one file, `check-generated-files.sh` did not detect changes to
files other than the first one listed by `generate_psa_tests.py --list`.
Fix this: change `check` to support either a single directory (with
detection of added/removed files) or a list of files (which is assumed
to be static).

Ensure that the .c files that generate_visualc_files.pl enumerates are present
before it runs. Otherwise, depending on the order in which make builds
targets, running `make generated_files` from a fresh checkout could end up
missing `library/error.c` and `library/version_features.c`.
