config_test_driver.h and
crypto_config_test_driver_extension.h are
configuration files thus they better fit in
mbedtls branches than in the framework.

The find and replace of tests/src -> framework/tests/src and
tests/include -> framework/tests/include accidentally caused an
incorrect path substitution to be performed in tests/Makefile.
Undo this change and make the substitution correct again.

`tests/opt-testcases/tls13-compat.sh` is supposed to be automatically
generated by `tests/scripts/generate_tls13_compat_tests.py`. So far, the
output has been updated by running the script manually and committing the
output. Switch to using our framework for generated files.

Before this commit, `make test` stopped after running the TLS tests if there
was a failure.
Have `run-test-suites.pl` take care of looking in all the directories, so
that the last line of output from `make test` is an accurate report of all
the test suites, not just the test suites from the last run of
`run-test-suites.pl`.

GNU Make 3.81 is officially not supported (we require >= 3.82), but be nice
to XCode users who are stuck with 3.81.

Generate option-on and option-off cases for test_suite_config, for all
boolean options (MBEDTLS_xxx and PSA_WANT_xxx, collected from the mbedtls
and PSA config files).

Instead of copying the entire library & include folders twice
to build libraries for client and server:
- change the main config file (mbedtls_config.h)
- build in the root library folder
- move the generated library in the psasim folder
- use those library for linking the client/server binaries

It includes changes to:
- tests/Makefile: build the library for client and server in different
folders. It mimica the libtestdriver1 behavior (without functions
renaming though).
- tests/scripts/all.sh: helper function to build for client and
server with some default configuration for each of them.
- crypto_spe.h: this is dummy file taken from the already existing
tests. It's just meant to pacify the compiler, not to provide
something useful. It will likely be changed in the future.

- Embed input arguments inside the script so as to simplify the
calls in Makefiles/CMakeLists.
- add a new "--list-dependencies" command line option to print
out the list of dependencies.

`make -C tests libtestdriver1` copies `library/Makefile` to
`tests/libtestdriver1/library/Makefile`, where `../framework` does not point
to the framework submodule.

`$(MBEDTLS_TEST_OBJS)` included TLS-specific test support modules in
`tests/Makefile` but not in `programs/Makefile`. This difference is not
actually necessary. What is necessary is that all programs that use
functions from TLS-specific test support modules are linked with those
modules in addition to `-lmbedtls`, and programs that are not linked with
`-lmbedtls` are not linked with TLS-specific test support modules. Since we
always pass `-lmbedtls` when linking programs in `programs/Makefile`, we can
link with the TLS-specific test support modules as well. This keeps things
simpler.
