We were testing the internal consistency of the resulting key, and that the
resulting key had the right metadata, but we were not testing that the PSA
key had the expected key material. Comparing the public keys fixes that.

Parsing a key and importing it into PSA may result in a policy that
specifies an algorithm that is not included in the build. This happens if
the key type is supported, but not the algorithm, e.g. in a build with
MBEDTLS_ECP_C but not MBEDTLS_ECDSA_C.

Do for public keys what
"Fix mbedtls_pk_get_bitlen() for RSA with non-byte-aligned sizes"
did for key pairs.

Add non-regression tests. Update some test functions to not assume that
byte_length == bit_length / 8.

We'll test more fully by adding a call to mbedtls_pk_import_into_psa() once
that function is implemented.

Also initialize PSA in builds where hashes are PSA-only, for the sake of
encrypted keys (otherwise PBKDF fails).

Conflicts:
* tests/suites/test_suite_pkparse.data: the dependencies of
"Parse EC Key #3 (SEC1 PEM encrypted)" were updated on both branches
(development: ECP curve; this branch: MD5 hash).
Note = programs are not aligned to this change because:
- the original mbedtls_pk_ec is not ufficially deprecated
- that function is used in tests when ECP_C is defined, so
the legacy version of that function is available in that
case

Instead of using the legacy mbedtls_ecp_mul() function which makes use of
ECP's math, this commit adds a new function named pk_derive_public_key()
which implements the same behavior using PSA functions.
The flow is simple:
- import the private key into PSA
- export its public part

Introduce MD_OR_USE_PSA_INIT/DONE. This will likely be used everywhere
in X.509 and SSL/TLS, but most places in PK only need USE_PSA_INIT/DONE.

As a public header, it should no longer include common.h, just use
build_info.h which is what we actually need anyway.

This is necessary for the case where the public part of an EC keypair
needs to be computed from the private part - either because it was not
included (it's an optional component) or because it was compressed (a
format we can't parse).
This changes the API of two public functions: mbedtls_pk_parse_key() and
mbedtls_pk_parse_keyfile().
Tests and programs have been adapted. Some programs use a non-secure RNG
(from the test library) just to get things to compile and run; in a
future commit this should be improved in order to demonstrate best
practice.
