Same as mbedtls_ecp_write_key(), but doesn't require the caller to figure out
the length of the output and possibly distinguish between Weierstrass and
Montgomery curves.

Document and test the current behavior, even if it is weird:
* For Weierstrass keys, the error is MBEDTLS_ERR_MPI_BUFFER_TOO_SMALL,
not MBEDTLS_ERR_ECP_BUFFER_TOO_SMALL.
* For Weierstrass keys, a smaller output buffer is ok if the output fits.

All of ECP requires the bignum module and there is no plan to change that,
so guarding a few bits of code is just noise.

Directly export the public part of a key pair without having to go through
intermediate objects (using mbedtls_ecp_point_write_binary would require a
group object and a point object).

Set the public key in a key pair. This complements mbedtls_ecp_read_key and
the functions can be used in either order.
Document the need to call check functions separately.

Sometimes you don't need to have all the parts of a key pair object. Relax
the behavior of mbedtls_ecp_keypair so that you can extract just the parts
that you need.

Add a simple function to get the group id from a key object.
This information is available via mbedtls_ecp_export, but that function
consumes a lot of memory, which is a waste if all you need is to identify
the curve.

The official spelling of the trade mark changed from all-lowercase "mbed"
to normal proper noun capitalization "Mbed" a few years ago. We've been
using the new spelling in new text but still have the old spelling in a
lot of text. This commit updates most occurrences of "mbed TLS":
```
sed -i -e 's/mbed TLS/Mbed TLS/g' $(git ls-files ':!ChangeLog' ':!tests/data_files/**' ':!tests/suites/*.data' ':!programs/x509/*' ':!configs/tfm*')
```
Justification for the omissions:
* `ChangeLog`: historical text.
* `test/data_files/**`, `tests/suites/*.data`, `programs/x509/*`: many
occurrences are significant names in certificates and such. Changing
the spelling would invalidate many signatures and tests.
* `configs/tfm*`: this is an imported file. We'll follow the upstream
updates.

This patch updates `ecp_mod_p_generic_raw` and corresponding
curve test methods, that depend on the NIST optimisation
parameter to not run when it is not included.
The following curves are affected:
* SECP192R1
* SECP224R1
* SECP256R1
* SECP384R1
* SECP521R1

This patch removes the `int_rep` input parameter for modular
setup, aiming to align it with the optred variant.
Test and test-suite helper functions have been updated
accordingly.
