bignum_core.py: Add "BignumCoreShiftL()"
This patch introduces automatic test input generation for `mpi_core_shift_l()` function. It also adds two utility functions in bignum_common. Signed-off-by: Minos Galanakis <minos.galanakis@arm.com>
