Fix undeclared dependency of test function

Browse Source 
The ssl_tranform structure lacks some members accessed by this function when
CBC is not enabled.

This was found by test-ref-configs.pl and all.sh
test_when_no_ciphersuites_have_mac, so no need to add a new test.
