Defines MBEDTLS_ECDH_LEGACY_CONTEXT in ecdh.h

Commit adds the conditional definition of
MBEDTLS_ECDH_LEGACY_CONTEXT to ecdh.h.
MBEDTLS_ECDH_LEGACY_CONTEXT is only defined
if MBEDTLS_ECP_RESTARTABLE is definied.
