* etharp.*: Fixed race condition from ARP request to ARP timeout.
Halved the ARP period, doubled the period counts.
ETHARP_MAX_PENDING now should be at least 2. This prevents
the counter from reaching 0 right away (which would allow
too little time for ARP responses to be received).
