netif_alloc_client_data_id: only present if LWIP_NUM_NETIF_CLIENT_DATA

In contrast to netif_get_client_data, netif_alloc_client_data_id() is only
available if LWIP_NUM_NETIF_CLIENT_DATA > 0, not for DHCP etc.

This is correct in netif.c but wrong in netif.h
