memp: Fixup LWIP_HOOK_MEMP_AVAILABLE() hook

I got below build warning if LWIP_HOOK_MEMP_AVAILABLE is defined.

The LWIP_HOOK_MEMP_AVAILABLE() hook does not work, fix it.
