Drop #if TCP_DEBUG guard around tcp_debug_print_state calls
The #if TCP_DEBUG guard can be removed because tcp_debug_print_state() print nothing if !TCP_DEBUG. Signed-off-by: Axel Lin <axel.lin@ingics.com>
