A repeat count of zero still executed the instruction once. Fixes Zelda Ucode
audio crackling.

Fixes DSPLLE audio in: Luigi Mansion, Pikmin, Super Mario Galaxy,
Zelda CE, Zelda Four Swords, Zelda WW, Zelda TP.
