build: add dockerfile

We add a Python 3 Dockerfile. Example usage:

```bash
docker build -t dmb . && docker run dmb
docker cp $(docker ps -alq):/app/decensor_output/ ./
```

In addition we add `requirements.txt` and `.gitignore` files for
convenience.
